Arising from liaison during the past 12 months between the Technical and Education Committee of the Irish Planning Institute and representatives of the Faculty of Lifelong Learning in the Institute of Technology Carlow, the Irish Planning Institute is delighted to promote and support, the launching of a new part-time programme offered by ITC for the 2020/21 academic year entitled ‘On-site wastewater treatment and disposal’.
This programme has been re-scheduled to commence in January 2020 and will be offered through an on-line weekly lecture series over 15 weeks with some limited practical fieldwork training included.
This course has been selected for inclusion as a Springboard + Programme for 2020-21 meaning that successful applicants are required to pay only €100 of the overall €1000 programme fee. Places on this programme are limited to 20 participants. Some places are still available.
The award on successful completion of this programme is a level 7 National Framework of Qualifications Certificate, awarded by the Institute of Technology Carlow.
IPI members may attain a total of 15 Continuous Professional Development Credits [CPD’s] for successful participation and completion on this programme.

In light of the integral role of domestic wastewater treatment systems in the assessment of planning applications for single rural housing developments and in associated follow-up compliance and enforcement work, the IPI encourages its members to consider this programme as a component of their CPD schedule for 2021. The significant need for effective planning and on-going management of domestic wastewater treatment systems, as part of the broader sustainable environmental management regulatory framework; was once again highlighted in the Environmental Protection Agency’s report of July 21st 2020. That report referred to a nationwide analysis of inspections by local authorities of domestic wastewater treatment systems under the EPA National Inspection Plan.
The IPI envisages that the learning outcomes of this programme will be useful in providing land-use planners with a set of skills, knowledge and understanding of the environmental management issues pertaining to the planning and design of domestic on-site wastewater treatment systems and their operation.
It should be noted that this certification does not qualify one to register with a local authority as a site assessor for the preparation of site suitability assessment reports as part of planning applications that include a private wastewater treatment system.
